    “One Country, Two Systems,” Three Law Families, and Four Legal Regions: The Emerging Inter-Regional Conflicts of Law in China

    With accumulation of sovereign debt in many large OECD countries it seems that attention is heightened on how to manage public resources more effectively. High levels of sovereign debt are partly related to the aftermath of the latest financial crisis, where resolution for many big economies was to intervene and use public resources to put an end to the expansion of the crisis. Public real estate is one of those resources, which’s efficient management has high importance on general public sector efficacy. It seems that governments around the world have a way to go toward efficiency in public real estate management. There seem to be rather wide differences in management practices and quality. This thesis is an attempt to quantify some choices Estonian government could take in terms of its public real estate management. Four different scenarios are compared and Monte Carlo Simulation tool is used for that purpose. Two of the scenarios are related to private sector involvement and two are not. Privatization of public assets does not only mean cashing out for the government. It has wider consequences by introducing market forces where they weren’t before. One of the most important points of interest in this thesis is what effect can market forces and change in incentives have on public real estate management. There can be both, positive and negative effects, but which ones would prevail? The model built during the process of the thesis tries to measure those effects with aggregate net present value and its volatility by looking at 30 years ahead. Simulation analyses is used to vary input variables in the range that seems to be supported by the observations made in the literature and in some cases, where data is not available, also according to more subjective view that of the author’s. As input and their characteristics are different for scenarios, it is of interest to document how do the main outputs, mean NPV and its volatility, vary along with inputs

    Development of a typing behaviour recognition mechanism on Android

    This paper proposes a biometric authentication system which use password based and behavioural traits (typing behaviours) authentication technology to establish user’s identity on a mobile phone. The proposed system can work on the latest smart phone platform. It uses mobile devices to capture user’s keystroke data and transmit it to web server. The authentication engine will establish if a user is genuine or fraudulent. In addition, a multiplier of the standard deviation “α” has been defined which aims to achieve the balance between security and usability. Experimental results indicate that the developed authentication system is highly reliable and very secure with an equal error rate is below 7.5%

    Prostate cancer is a common malignancy among men in Western countries. Recently the morbidity and mortality of prostate cancer increase dramatically in several oriental countries including China. Rapidly evolving technology in molecular biology such as high-throughput sequencing and integrative analysis of genomic and transcriptomic landscapes have enabled the identification of key oncogenic events for prostate cancer initiation, progression and resistance to hormonal therapy. These surging data of prostate cancer genome also provide insights on ethnic variation and the differences in histological subtype of this disease. In this review, differences in the incidence of prostate cancer and the prevalence of main genetic alterations between Asian and Western populations are discussed. We also review the recent findings on the mechanisms underlying neuroendocrine differentiation of prostate cancer and the development of small cell neuroendocrine carcinoma after androgen deprivation therapy

    Bounding the Probability of Error for High Precision Recognition

    We consider models for which it is important, early in processing, to estimate some variables with high precision, but perhaps at relatively low rates of recall. If some variables can be identified with near certainty, then they can be conditioned upon, allowing further inference to be done efficiently. Specifically, we consider optical character recognition (OCR) systems that can be bootstrapped by identifying a subset of correctly translated document words with very high precision. This "clean set" is subsequently used as document-specific training data. While many current OCR systems produce measures of confidence for the identity of each letter or word, thresholding these confidence values, even at very high values, still produces some errors. We introduce a novel technique for identifying a set of correct words with very high precision. Rather than estimating posterior probabilities, we bound the probability that any given word is incorrect under very general assumptions, using an approximate worst case analysis. As a result, the parameters of the model are nearly irrelevant, and we are able to identify a subset of words, even in noisy documents, of which we are highly confident. On our set of 10 documents, we are able to identify about 6% of the words on average without making a single error. This ability to produce word lists with very high precision allows us to use a family of models which depends upon such clean word lists

    Let λ\lambda be a partition, viewed as a Young diagram. We define the hook difference of a cell of λ\lambda to be the difference of its leg and arm lengths. Define h1,1(λ)h_{1,1}(\lambda) to be the number of cells of λ\lambda with hook difference one. In the paper of Buryak and Feigin (arXiv:1206.5640), algebraic geometry is used to prove a generating function identity which implies that h1,1h_{1,1} is equidistributed with a2a_2, the largest part of a partition that appears at least twice, over the partitions of a given size. In this paper, we propose a refinement of the theorem of Buryak and Feigin and prove some partial results using combinatorial methods. We also obtain a new formula for the q-Catalan numbers which naturally leads us to define a new q,t-Catalan number with a simple combinatorial interpretation

    Two new Lamiogethes Audisio & Cline from China (Coleoptera: Nitidulidae, Meligethinae)

    Two new species of the genus Lamiogethes Audisio & Cline, 2009are described from China (Sichuan): L.forcipenissp. n.,and L.con-vexistrigosussp. n., based on a series of recently collected specimens. The new species are both likely morphologically related to L.po-tanini (Kirejtshuk, 1979) from Sichuan and to L. conjungens (Grouvelle, 1910) from Yunnan. These new species clearly differ from their related taxa by details of the body shape and color, and the distinct shape of the male and female genitalia. Both new species are likely associated as larvae with a member of the genus PhlomoidesMoench (Lamiaceae)
